Fines pay for most police needs in Carroll County, from cars to uniforms

HILLSVILLE — Highway safety enforcement by Carroll deputies isn’t popular with motorists who get tickets out of it, but the fines generated provided a financial relief to the taxpayers.
The financial windfall is a byproduct of trying to make Interstate 77 through Carroll County safer, but the revenues from the fines have proven popular enough with politicians.
State officials tried to garnish a percentage of traffic enforcement in the budget process for fiscal year 2013.
