  • Horton fined for federal 'puppy mill' violation

    WASHINGTON, D.C. — A former Hillsville commercial dog breeder, convicted in 2008 of misdemeanor charges of animal cruelty and neglect in Carroll County, now faces federal penalties after an enforcement action by a U.S. Department of Agriculture official.
    A November 2011 complaint filed by the Animal and Plant Health Inspection Service (APHIS) program accused Lanzie Carroll  "Junior" Horton Jr. of doing business without the necessary dealer’s license as required under the federal Animal Welfare Act.

  • Carroll grand jury issues 149 indictments

    HILLSVILLE — A Carroll County grand jury on Monday issued a total of 149 indictments, three of them sealed.
    An indictment is a formal charge, not a conviction.
    Those named in the indictments include:
    • Alan Lloyd Alexander - possession of methamphetamine, a schedule II drug; possession of a firearm while in possession of a schedule II drug; possession of a firearm after being convicted of a felony
    • Ricky Gene Alexander - grand larceny (two counts) of property belonging to Richard Burnett and Joseph Miller

  • Parole board must justify denials

    RICHMOND — Starting this summer, the state’s Parole Board will have to justify why it has denied a prisoner’s petition for release under a bill that passed the General Assembly last month.
    HB2103 requires the board to conduct a “timely and thorough review” of parole petitions and, if denied, to provide specific reasons.
    Virginia did away with parole in 1995, but several thousand prison inmates – about 4,500 in 2012 – sentenced prior to that remain eligible for early release each year.

    HILLSVILLE — A probation violation charge led to more legal difficulties for a Cana man when a Carroll County deputy discovered meth and a firearm nearby on May 25, 2012.
    Glen Donald McMillian had appear in Carroll County Circuit Court on Feb. 21 before Judge Robert Turk to answer charges of possession of a schedule 1 or 2 drug, possession of a firearm after being convicted of a violent felony and possession of a firearm while in possession of a schedule 1 or 2 drug.
