HILLSVILLE — Carroll County officials have proposed a 2011 budget with no tax increase that covers core services — but just barely, according to a presentation by the financial management director.
The budget includes little or no contingency for emergencies, and it does not contain one extra hour of pay for part-time employees to put in a little more time on the clock, Pam Smith reported while introducing a thick packet breaking down the 2011 proposal Monday evening for the Carroll Board of Supervisors.
