INDEPENDENCE — Five months of pleas and promises came down to three hours Thursday night, when the Grayson Board of Supervisors voted unanimously to approve a special use permit for the proposed recreational park known as Spirit Harbor in Mouth of Wilson.
Supervisors rejected the county planning commission's recommendation that they not approve the permit.
