Former airport director charged with embezzling

HILLSVILLE — David Ritter Jr., a former manager of the Twin County Airport, has been indicted on two counts of embezzling public funds totaling more than $11,000 from the Twin County Airport Commission.

According to Carroll County Commonwealth’s Attorney Nathan Lyons, Ritter was charged after an audit uncovered discrepancies with the commission funds.

Following the audit, the case was turned over to Special Agent Jim Scott, a forensic accountant with the Virginia State Police, for further investigation. The investigation was completed within the last 30 days, Lyons said.

The airport is funded by Carroll and Grayson counties, the City of Galax and the towns of Hillsville, Independence and Fries.

Funds were taken from the commission in July 2010 ($2,400) and September 2010 (more than $8,000). According to the indictment, Ritter wrote two checks to cash, endorsed them and took the money.

A Carroll County grand jury issued the formal charge, which was sealed by the circuit court until it was served on Ritter. An indictment is a formal charge, not a finding of guilt.

A to-be-set date for the case is slated for Aug. 5 in Carroll County Circuit Court.
