Fatality charges certified

HILLSVILLE — A Carroll County grand jury indicted a 41-year-old Cana man on multiple charges Monday stemming from an October 2008 drunken driving accident that killed one and maimed two others.

The wreck occurred when Stephen Edwin Towe, driving a 2001 Oldsmobile Aurora, crossed the center line of Woodlawn Road and struck a 2007 Chevy Cobalt, according to a report by the Virginia State Police.

The collision near Woodlawn Road and U.S. 58 killed Jessica Ruth Bowyer, a 26-year-old Middlesex, N.C. woman, and injured Cobalt driver Ashley Nicole Whitaker, and Oldsmobile passenger Denise Webb.

The grand jury indicted Towe on several charges, according to court records, including:

• reckless driving for feloniously operating a motor vehicle in a reckless manner and driving without a valid operator’s license “due to a suspension or revocation for a moving violation and as the sole and proximate result of his reckless driving caused the death of another”

• involuntary manslaughter of Jessica Ruth Bowyer

• aggravated involuntary manslaughter of Jessica Ruth Bowyer

• two counts of maiming of another resulting from driving while intoxicated. Court papers said injuries to Denise C. Webb and Ashley Nicole Whitaker resulted in permanent and significant physical impairment

An indictment is a formal charge and is not a finding of guilt.

• Travis Lee Baker, grand larceny of property belonging to Gene Hagerman

• Melinda Emily Baumgardner, forgery

• Mark Courtney Berry, possession of cocaine, a schedule II drug

• Jason Monroe Brown, distribution of marijuana

• Clyde Richard Burriss Jr., possession of a schedule II drug, methamphetamine, with intent to distribute

• Stephen Tyler Collins, statutory burglary from a building belonging to the Galax Police Department; destruction of property to the building in excess of $1,000.

• Terry Lynn Connell, shoplifting, third offense (three counts)

• Milton Dale Coulson, malicious wounding of Travis Coulson

• Christopher Evan Crouse, possession of meth

• Osmin Guadalupe Cueva-Sierra, aggravated sexual battery of a 14-year-old female

• Kenneth Dale Dalton, destruction of property belonging to Jerry Cash Martin, resulting in damage of more than $1,000; grand larceny

• Misty Michelle Dalton, abuse and neglect of a child

• Travis Jeremy Davis, grand larceny of property belonging to Michael Nester

• Duane Steven Dawson, shooting from a vehicle so as to endanger persons, on evidence of Daniel Christopher Turman.

• Winfred Shane Dawson, maiming of another from driving while intoxicated. The injured party was identified as Ashley Elizabeth Surratt, and the accident resulted “in permanent and significant physical impairment.”

• Amanda Sue Delp, shoplifting

• Geoffrey Lee Edwards, embezzlement from Wal-Mart

• Steven Barry Gross, possession of Oxycodone, a schedule II drug; conspiracy to commit uttering involving a fake coin

• Lois Heather Harrell, embezzlement, from Cockerham’s No. 4.

• Jeffrey Haywood Hawks, possession of marijuana with intent to distribute

• Wayne Brooks Hickman, malicious wounding against Gary P. Webb

• Melinda Sue Hill, possession of meth
