Cigarettes on road unsightly

I think that the cigarettes lying on the side of the road is getting out of hand.
We should make it illegal to throw cigarettes outside. They are made of paper. It takes a long time for the paper to dissolve into the ground.
As a matter of fact, it takes five years for this process to happen. If you ask me, that’s a long time. We need to do something.
