HILLSVILLE — The Carroll Public Service Authority seems to have opened the floodgates on utility projects, getting a torrent of work ready to go, according to a recent informational meeting.
PSA Chairman David Hutchins called the meeting in order to monitor the rising tide of projects, including extending water and sewer to three Interstate 77 exits to float more economic development in the county and a "self-help" effort in the works for Happy Hollow Road.
