RICHMOND — Rural Development has ordered Carroll County Public Service Authority to pay back $266,167 in federal utilities money that the agency says the PSA improperly used to install a sewer line to Joy Ranch Road.
The authority, after repaying those dollars, has appealed the federal agency’s ruling, PSA Chairman Tom Littrell told The Gazette last Thursday. The appeal is still in process.
